1. The Executive Secretariat is the Executing Organ ofthe Authority.
2. It is directed by an Executive Secretary appointed by the Summit of Heads of State and Government, upon the recommendation ofthe Council of Ministers, for a period of four years renewable only once. Each member State can present a candidate for the post of Executive
Secretary.
3. The Executive Secretary is the Chief Executive of the Executive Secretariat of the Authority.
4. The Executive Secretary is relieved of his functions by the Summit upon the recommendation ofthe Council of Ministers.
6. In the exercise of his functions, the Executive Secretary is answerable to the High Authorities of the Authority. The other officers of the Secretariat are answerable to the Executive Secretary.
7. The Executive Secretary is in charge of the administration of the Authority and all its structures for implementation ofthe decisions taken by the Higher Authorities.
To this end, he is mandated particularly:
a) to undertake all works and studies to ensure attainment of the objectives of the Authority.
b) to make all appropriate proposals capable of contributing to harmonious development ofthe Authority.

The Technical Directorate ensures the implementation and monitoring of studies and projects within the framework of a planned process ....
This directorate is responsible for the implementation of the Authority’s technical activities o (planning and monitoring of projects, studies, ..). It is headed by a Technical Director and comprises of two divisions:A Planning and Studies Division which is in charge of conducting:
-the planning of the Sustainable Development Action Plan (SDAP) of the Basin and planning of actions ensuring the coherence and complementarity of development projects and regional development;
-the studies prior to the development of new projects whose execution may be subsequently assigned to the NBA or subcontracted to external consultants;
-the use of hydraulic modeling tools (simulation model of the basin’s flows) and economic (optimization and profit sharing) as a tool to assist policy making;
-the harmonization studies of development policies and laws of the Basin.The Operations Division is in charge of:
-facilitating the implementation of past agreements with the NBA;
-monitoring “external” projects (ADB, GEF) and directly managing projects where the NBA is providing counterpart staff (Niger HYCOS);
-monitoring and facilitating the activities of National Focal Structures;
