  • qxio-plus The Summit of Heads of State and Government

    1. The Summit of Heads of State and Government of the Authority, hereinafter referred
    to as « the Summit» is the Supreme orientation and decision-making Organ..
    2. The Summit is composed of Heads of State and Government or their duly accredited representatives.
    3. The Summit defines the general orientation of the development policy of the Authority and controls the latter's executive functions with a view to attaining its objectives.
    4. It meets once every two years in Ordinary Session in the Member State assuming the chairmanship. Quorum is formed by simple majority.
    5 The Summit may meet in extraordinary session at the request ofthe current chairman or a member State.
    6. The decisions and directives ofthe Summit are binding on all the institutions of the Authority.
    7. The Summit gives final ruling on any issue that has not been resolved at the level of the Council of Ministers.

    8. Unless it decides otherwise, the Summit elects a Chairman, in turns, among the Heads of State and Government of the member countries following the alphabetical order of the name of the States in French, for a two-year tenn. In between two Sessions the Chainnan
    represents the Summit and takes decisions falling within his competence in the interest and for the smooth running ofthe Organisation.
